Pappas is one of the nearly 8,500 Orange County residents now legally carrying concealed weapons – a nearly tenfold increase in just two years.That’s still just 0.35 percent of the county’s adult population – far below the projected national rate of 5.2 percent. But it’s a higher concentration than reported by sheriff’s officials in neighboring counties.
