I use the word “negligently” because this kind of thing is no accident. The truth is, law enforcement training levels still lag far behind levels encountered among private armed citizens. In just a few dry practice sessions (free of charge at my office), you can train to a higher level of proficiency than many law enforcement officers, and certainly this Chicago cop:
